For those not in the US, or not aware of these r legal system, the state of Georgia still has the death penalty. When she says this law would make her a serial killer and that she would have died, that wasn't a metaphor. She's saying that if this bill became law, the realities of fertility treatments and IVF would literally make her a serial killer because not all fertilized eggs survive. She's saying that this bill could result in fertility doctors facing the death penalty if they continued to practice in the state of Georgia.

It is absolute insanity that a doctor, an educated person who made their life on this topic, can be told what is scientifically true or false; but those who do not have the knowledge or understanding to back up their claims can send out rulings for the general public.
