It's a little complicated but In Dragon Arena mode (unlock that by playing through all 11 DU's) you need to play as a level 20-40 character (I recommened Goku or Vegeta since they allow you to use the Super Saiyan 4 Fusion) and fighting level 66-70 characters. After fighting a couple Piccolo will break in, defeat him and Cell Jr. will be unlocked. It's worth noting that if you choose to play as Piccolo to unlock Cell Jr. Super Buu will break in instead and you will have to beat him.
