Fun fact: in mario kart ds it is also possible to do the waterfall shortcut without a mushroom

Go into 150cc (it can only be done on 150cc) go into a right drift flick the d-pad to get the boost then let go of the drift and jump when you get to the ramp (you can go into the grass when drifting in 150cc) you need a character with a high drift stat so your boost can get enough speed

for the earliest shortcut, I. think there is a way to cut the jump even earlier, hopping over the water instead of the grass, although not really faster than doing the shortcut normally. At the start of the race, start driving on the outside of the road and start trying to make an orange mini-turbo and release it at the end of the turn. Then immediately chain that with another cyan mini-turbo into the grass, but hop right before you drive onto the grass, while still holding left. If performed correctly, you should land near the grass patch after the second turn. from the start of the race to completing the shortcut, my fastest time was ~6.78 seconds, which seemed to almost be the exact same time as taking the early shortcut normally. It does look a bit cooler, though...
