Here's a thing: Tiamut wasn't just "on the surface." Theoretically, there's an entire body and arm under that water. You've seen the lengths we go to so we can drill for oil. I'm sure they'd be digging into the seabed to expose more of him.

I think rather than having an actual country like Japan be the opposing force to the US in this movie, it’d be much more appropriate for Madripoor to be the ones also after the Adamantium. Remember that Falcon and the Winter Soldier is the first and only screen appearance of Madripore, and we still have a loose end (Sharon Carter being the Power-Broker) tied to that location and those characters.

y'all are forgetting that Red Hulk advantage of turning hot is also his weakness and how you usually beat him in the comics, by making him overheat, so I don't think Cap facing off against him without the super soldier serum is that far fetched

I don’t think Sam would ever take the super soldier serum—that would go against the whole point of The Falcon and The Winter Soldier. By taking it, he would lose what makes him unique; without the serum, he remains different from Steve Rogers. Choosing not to take it highlights his strength and shows that, even without powers, he is powerful in his own way. Sam's strength comes from his values, his empathy, and his resilience, not just his physical power.

4:26 another reason they may have gone with Japan going for the Celestial Island is because they have a bit of history with Adamantium in the comics as well (IIRC it was a Japanese scientist who developed the process through which Adamantium could be bonded to a human skeleton, for example)

I just want to mention that at 20:36 it looks like Ross is a little worn out as he says he doesn't want a variable out there he can't control... In my mind this could be him worried about loosing control of the Red Hulk and not The Leader's actions or Cap's reluctance to submit to his authority.
