Personally, I strongly agree with the statement as despite it being a good example of Elizabeth's pragmatic nature and a 'success', it still possibly led to the parts of the later problems in Elizabeth's reign such as The Revolt of the Northern Earls, as they would have seen themselves as restoring English Catholicism that they believed had been lost, especially as Catholics may have seen themselves as suddenly marginalised after such a long period of good fortune.

On the other hand, the Puritan threat was inevitable as attempting to follow a minority religious group could only lead to failure as it would have lead Elizabeth astray from the most important religious aspects of her country, the Catholic and Protestant majorities and their rivalry at this point.
