Roscoe Tanner either hit the ball on the way up, or right at the apex of the toss. His serve was clocked at 153 mph in 1978. I tried hitting at the apex and cannot do it, at least not well.

When watching pro women on TV it looks to me like most of them have a high toss. Do they toss high or does it just seem like that to me?

Just being pernickety: a ball does not fall at a rate of 9.81 m/s/s but accelerates at that rate. If you were to hit the ball exactly at the top of the curve, its speed towards you is zero. Would you throw the ball up 1 foot or just over 30 cm higher than the point of contact, then the whole service motion would need to slow down with approximately half a second and the ball will have sped up to 8.8 km/h or 5.47 mph by the time you hit it. Tossing two feet higher than contact will result in a 0.7 second delay and the ball travelling at 12.45 km/h or 7.74 mph; tossing three feet higher than contact in a 0.86 second delay and the ball coming down at 15.25 km/u or 9.47 mph at the point of contact. So I whole heartedly agree with the point you're making.

The thing is when I toss low, I have a low contact point and I’m inconsistent, but I have more power. When I toss high, I have a high contact point and consistent with just a little less power.

I beg to disagree with this..it depends how well you time your swing..some (like me) do well with a higher toss vs a lower toss. My timing is set for a higher toss..this is a difficult ask to lower someone's toss
