Theory- Voldemort didn’t create the Inferi. We know (if you read the books) how Voldemort/ Tom found the cave on a trip with the orphanage with 2 other children. After going into the cave, the 2 other children saw something so horrifying that they never spoke of it. What if they saw the Inferi? Especially to children, the image would be terrifying.
