Ruan Mei means you only have to run Kafka at 150 SPD and since she gives 10% SPD boost the LC means together it can be even lower. It's such a big QoL feature for getting her good gear that I'd highly recommend both if you want your Kafka to get like 1.5 times as many turns for lower investment than you'd think.

Duh 3900 Atk with 154 speed AND lightning orb is craaaazy ! I farmed for age for mine and she's at 4200 Atk but with only 137 speed (thanks to RM), really nice build !

Honest opinion, i dont think kafka need effect hit rate as most enemies dont have a resistance to kafka's ult shock and if they do, you're probably running another nihility character that could provide the dot and Kafka's dot proc isnt affected by effect hit rate nor the enemy's effect res
