This makes sense because the turtles have lost a lot of fights, had to retreat and come up with a new plan/weapons to beat the opponent.

imagine a free roaming, T-rated TMNT game around NYC, and underground in it's sewers where stealth and trying to stay in the shadows is a huge element and you can even play (besides any of the main 4 ninja turtles ofc) as Master Splinter, April, Casey, Karai, Shinigami (from Nick's TMNT 2012) and Usagi Yojimbo 🥷🐢🤤
