Well Clint, I'm not sure you know how a car wash works. The rain is the last thing you want immediately after a car wash. It ruins the finish and leaves spots and streaks all over the car. Having Turvold rain on everyone's car will get you fired for incompetence. They won't fire Turvold obviously because he's huge and dangerous.
