Working gas pressure at the meter. What should it be??

I'm fed up with calling out Cadent about low working gas pressure. They come out and make excuses...

Where are you getting 18.5 mbar from? I thought it should be 21 + or - 2. I could be wrong 🤷🏻. Was the FGA and gas rate ok?

Its called Max rate for a reason but I guess there is some flexibility on this subject as more than half the country would be capped off, FACT

I dont understand is inlet pressure from boiler should be 1 mb different? Or from the meter i check ? Coz on my 30kw ideal logic inlet pressure i get 14.5
