So I read an interview with the localizers of Gen 1, and it's interestimg because some of the last Pokemon localized were Articuno, Zapdos, and Moltres.
And one the localizers said in the interview something akin to "I felt so excited. Not because I liked the names, but because I knew they'd be approved, and I could go home early"
