So many physicists agree that time does not "flow, " and that the totality of four-dimensional spacetime exists in a static configuration commonly referred to as "block time, " yet they seem constrained against admitting it.

Time actually moves backwards in your analogy of the river. If you were able to transport yourself downstream say 100 ft you would simply be stepping into water that went past your own two feet a hundred feet ago. If you wanted to move into the future and experience water that had not yet reached your position in the river you would have to go upstream against the current. That is where you will find water that will reach your old position in the future. Same thing with the arrow of time. If you were to move forward at an unusual speed to where you could overtake the pointy end of the arrow of time you would simply be moving into time that had already passed you by. The time that you have yet to experience is behind you away from the pointy end of the arrow of time.

Even the circle is made of tiny large number of straight lines. Even though time and matter is cyclic, it travels straight. In large scales the time may feel cyclic as universe may have an end and a new beginning. But within, the time flows straight, past, present and into the future.
