Circular Reference - Fixing Circular Reference in Excel 2013

When a cell use its own reference in formula, then it is called circular reference.We can fix circular reference by selecting File then Options then in Formula, checking the Enable Iterative Calculation option.

Why does excel does not remember/save the fact that you enable iterative calculations? The error pops up at random times when you open this saved file and you have to go check the enable box again. The file is being opened up by the same user and on the same PC every time it is being used. How would this issue be fixed? Thanks

when I input a number in a particular cell, I want that number to change in that same cell, based on a formula I'm using. for instance, when I'm in cell A1; when I input 30, I want the 30 to change to 0.9( 30% of 30) automatically... how am I gonna do it.?
