My reading of the lore was very different. The Emperor needed the primarchs, yes as generals but also each was designed with seperate functions in mind. The Emperor was alive during the human federation. It is why he was making an Imperium instead of a republic or a democracy. Essentially, if you can not control the whole galaxy individually, you need to break it down to the segmentum. If a single person can not do that, then to the sector, then to the system, then to the planet. Each stage that you get further from the top, you introduce more instability and more chances for corruption. The Emperor, dispute being the greatest of all men, could not do it on his own, but instead of dividing the galaxy, many thousands of times, he dedicated himself to building better men. Maybe with a superior man, he might only need to divide it into 21 sections if they were good enough. The Astartes were supposed to be administrators and crafts men afterward, taking after their gene father's talents. The Nightlords, for example, were supposed to be the judges and lawyers for the Imperium. (I personally think that idea is hilarious.)

I'm pretty sure he didn't want to cull the Astartes and the Prmarchs.
The Astartes were needed to police the Empire and the Primarch were also meant to rule as a governors.

BS. The Emperor gave up on his vision of humanity's future when he was talking to a custodian near the end of Horus' Heresy. Custodian asked what to do next. The Emperor said I don't know. He had no contingency plan for that. Like he had no contingency plan for the Imperial Webway project.

No, the Primarchs had post-crusade roles and places in the Imperial Palace to retire to. It is hard to pin down these roles but the Primarchs, by their nature, had clear roles to serve in peace equally in war.

*Horus* was likely going to remain warmaster, but it also becomes an officials role like the Joint Chiefs of Staff coordinating with other Primarchs to establish a new defence agency once the galaxy is conquered.

*Magnus* was to be the one sitting on the Golden Throne, but using it with ease and tranquil, and guarding the Imperial Webway with the Sisters of Silence and Word Bearers to backup the Thousand Sons.

*Lorgar* was to be the diplomat and charismatic voice of the Senatorum Imperialis to ease worlds into compliance with the Imperial Truth and easy integration into the Imperium.

*The Khan* was to be given authority of space exploration, navigation, star charting and overall first responders to new threats in the galaxy…or outside.

*Alpharius Omegon* was to be the Secret Police with Corvus Corax serving alongside him.

*Guilliman, the Lion and Rogal Dorn* were to serve alongside Horus as his chiefs.

*Ferrus Manus* was to take charge of the Mechanicus and effectively absorb the organisation into the Imperium

*Perturabo* was to lead construction efforts and scientific discovery, research and development.

I should preface that now is where we head into speculation.

*Konrad Kurze* was absolutely going to head the new Department of Justice, but given his background, he would need a stabilising voice like *Vulkan* to measure his need for justice with compassion. *Leman Russ* would become the Executioner as he was for this Judge and Jury.

Mortarion was likely going to be the watcher of psykers, ensuribg their powers were kept in check for both corruption and daemon possession.

For Fulgrim, Sanguinius and the Lost Primarchs I am even less certain of.

My theory: I think the Emperor is using his ultimate contingency wherein he will awaken once the golden throne fails and at that point he will arise reborn the moment his current body dies and become the 1st god of Order in the materium but with awe inspiring powers to control the warp better than the chaos gods. He'll basically be like a C'tan mixed with a warp god, which would make him rival Gork and Mork or at least put him on equal footing. Once this contingency happens a second great crusade will happen that may very well rival the war in heaven.

Sanguinius WILL return. Wether that be as a whole, or by the emperors soul being transfused into his body, I know sanguinius will return someday.
