The government has initiated a consultation process for formulation of a new national Science, Technology and Innovation Policy. The Office of the Principal Scientific Adviser to the Government of India and the Department of Science and Technology have jointly initiated a decentralised, bottom-up and inclusive process for the formulation of the new policy. The fifth S&T policy of the country is being formulated at a crucial juncture when India and the world are tackling the COVID-19 pandemic. In this edition of The Big Picture we will analyse the need and formulation of a new Science, Technology and Innovation Policy.

Need?
• Fast pace change- SDG, AI, Antimicrobial resistance, E-Mobility.
• Harnessing human resources for creating a knowledge economy.
• Connecting stakeholders- education, industry, people
• Atmanirbhar Bharat could be built on R&D
• Building a dynamic policy

Industry's need?
• End-> Value creation in India through R&D
• Need to create indigenous technology, solving home countries' problems instead of outsourcing.
• Attracting patent and technology from abroad which is easy during a pandemic
• Tax benefit, R&D cess, Market access.
• The industry needs to introspect can create deeper technology.

What else is need?
• Academy and Industry linkage--->to convert the prototype into a product. Laxmi +Saraswati. Impactful innovation needs to put first by academia. Stop the homogenization----> Diversifying curriculum.
• Corona and China is an opportunity. (South Korean war---->industry boom)
• The Institution, Capacity building, Inclusion---(socio-economic, gender), governance, communication, access to resources, democratization. So even a young kid is charged up to contribute.
• Action ideas, Accountable entity, Consultation.

Way forward
• Take 10 areas----> deliver ---->move holistically later.
• Focus on 5Ts: IT, BT, NT, CT, QT
• Delivery of R&D

"Necessity is the mother of invention", which in our case is coinciding with the acceptance that Industry, Academia and Government must work together to innovate and deliver. This is a good sign to start with. Let's work with that mindset for the development of our country.

Today's Big Picture in a nutshell :

We need to do entire reforms on three levels and interconnect the three elements:
Academia + Industrial + Governance = Innovation and its application

Doing R&D is not enough if it can not be manifested as economic benefits. Unless and until our govt make easier policies for industries and industries doesn't collaborate with academia for fruitful research, we cannot create an impactful ecosystem.
India is at 3rd rank globally in terms of Research paper publications also Indians are very good at solving problems thats why people outsource Indians for their companies. Biggest companies in the world have Indian CEOs still why we can't make our country technologically advance?

The reason is we have huge untapped potential but also connecting the dots matters alot.

The idea of multi disciplinary education may take a toll on achieving specialisation which is needed to innovate. Though an initiative like cross institutional student exchange program can be a step in this direction

Suggestion regd ideas and cross pollination.. All kids going into science need to be mandorily taught Bharatiya Philosophy -logic systems + Itihaasa. That will craate diversity.

I think students in school should be taught about entrepreneurship and startup, like delhi govt has done in school to create an ecosystem of startups from the school level We can have project competition or start up competition at 11th & 12th class which should account for a heavy weightage in their academia.... And projects not just on paper and copy paste basis but in real practical sense, the teachers should be highly qualified and interested in the subject, then we can send the projects at competitions for national level and the best one could be given prize by prime minister at Red Fort.... Everyone would talk about these competitions for entire year while the theoretical education could run side by side
