I’ve found individual keys on eBay with the plastic hinged pieces. You can also carefully transfer them from the new keyboard. There’s videos on replacing keys I’ve done a ton of them

My Lenovo Yoga has them pressed such way, that you can't remove them intact. Also have to order the whole top case, which doesn't make sense money wise...

Hope the keyboard worked. Looks like you bought a replacement panel for an old hp laptop that ran windows 7 (I can tell by the slanting of the windows key). If the mechanical keys still work on the original you can buy replacement keycaps and they snap in, albeit you have to put a lot of pressure on them.

Isnt that other keyboard missing the power button on top of the minus sign? How were those keys inoperable if the power button seems to be a non issue in the other keyboard?
