I believe that Usopp is an ancient clan member that has future sight observation haki, can see klabautermann, weave history to his liking, and can believe something so hard it can become reality. Maybe he's weak because his power works in weakness, so if he believes that luffy can become pirate king, he can. Maybe that's why Usopp is called God Usopp. God Usopp follows and believes in Sun God Nika aka Son of God Conquers. Usopps weakness makes him believe in luffy, but makes him dependent in luffy also. Just like momo said after reading Oden's diary, Usopp cannot die, and if he dies, he makes luffy lose because the "Heavens" aka (God Usopp) themselves would stop helping luffy. Usopp's belief in God makes luffy powerful. In comparison to Usopp's power, in freaknik the cartoon on adult swim featuring tpain, lil wayne, and etc, Freaknik was able to defeat an evil organization using the power of music, belief, and "Love". I think that's why luffy was able to use Gear 5 not because his body caught up to his devil fruit, but because the people's love, and belief in God made luffy stronger. When luffy powered Gear 5 back up he remembered the love he had for otama and pedro, and that made him stronger, just like when he absorbed the shadows from thriller bark. Usopp's belief, and love for luffy makes luffy become pirate king, and without Usopp luffy loses thats why usopp is so close to luffy narratively, and visually. Luffy knew about usopp before any other straw hat, and I believe that this is why. Usopp's power is a proxy for luffy's strength.
