The stun gun, and emp is for specific mission situations, like when you need to stop a car, or wound but not kill in the contracts.

Before doing the DLC I got everything I wanted in game and I still had 80 million dollars left since I bought the agency and stuff and all the cars that come with the update I still have 67 million left

Dunno if anyone noticed also but in ya auto shop where u upgrade customer cars u can also buy them right in ya auto shop. Thought that was a pretty cool little feature
