Iruka was like 17 or 18 at that moment and he lost his parents so it's natural for him how can he forget about nine tails but he was the first person to give love to Naruto and he sees him as his younger brother and Naruto saw him as his elder brother. Whether Iruka, Kakashi and Jiraya all cared about Naruto but yes it started from Iruka which build Naruto's confidence that he can be loved by people.
