If you are NOT a citizen then you can NOT vote Federal Elections.
States hold their own decision on their States Local Voting.
States are required to allow Federal voting, but can not change the Federal Voting Laws.

Federal Only in Arizona means that the individual has not provided proof of U.S. Citizenship to the county recorder. This means that they can't vote down ballot (state, county, local races), so the ballot that they are given only has Federal Races (i.e. Presidential, U.S. Senator, and U.S. Representative). Valid forms required are: (1) County issued Birth Certificate (any state or territory); (2) U.S. Passport; (3) Naturalization Certificate (number must be verified by INS); (4) North American Indian Nation Tribal document of membership.

Currently in Maricopa County (representing over 61% of Arizona voters), there are 28, 368 Federal Only Voters:

4, 185 — Republican — 14.75%
7, 506 — Democrat — 26.46%
43 — Libertarian — 0.15%
9 — NOL (No Label Party) — 0.032%
25 — Green — 0.088%
16, 600 — Others — 58.52%

28, 368 — Total Federal Only
(numbers pulled as of 9:50 PM, Wednesday, 18-Sept-2024)

Something fishy with those numbers, as the previous rates per category don't equal the numbers being newly uncovered by Maricopa County Recorder and/or Arizona SOS.
