Since people googling this will likely stumble across this video, I'll help out where the OP did not.

Click Steam in the top-left corner and open Settings.
Go down the left pane until you see Compatibility and open it.
Toggle "Enable Steam Play for all other titles" to On. Restart Steam.
Come back to this menu and you'll see a new option "Run other titles with".
Select the latest version of Proton (or whichever version is currently compatible with the game you're trying to run. further lookup may be required on your part). Restart Steam again.
Now you should be able to install the Windows Only games.
FYI this also works for non-Steam games. Other applications such as Lutris and Heroic may help as well if you prefer. Cheers.
