Looks like overflowed "waste ink pads" to me - often caused by lots of head cleaning or power ink flushing cycles etc.
Normally the printer will give a "parts at end of service life" type error long before this happens so I guess the previous person reset the counter without cleaning the sponges?

Video would be more meaningful if you could focus the camera on how you clean the part that you removed from the bottom of the printer, highlighting the root cause of ink leakage on paper while printing.

I think this is a sneaky firmware bug EPSON has put into their update which causes this misery. Noticeable how much ink cleaning cycles it does lately saturating the ink pad like never before !!
