From Erkul, the way I understand is that the limiting factor isn't your power plant, but the shield generators :

Defaults on HH are stronghold, which have a "distortion reboot time max" of 123, 8 seconds. 2 minutes and 4 seconds as you calculated. It's far from the worst, with the military grades climbing into the 600 seconds, more than 10 minutes.

It's not a bug, it's a feature, and I don't see that as a joke here xD Gotta pick between sturdy shields and fast recovering shields I suppose, can't have both. Fastest is WARD, a grade D inustrial, at 100 seconds.

As to why it was shorter on the first test, if you haven't changed the generators, then maybe the power plants does have an influence in reducing that "max time" after all. The higher ends ones being worse for reboot times.
