The Elbing is a great cruiser, it's absolutely essential for any tarnished captain to earn the Elbing Ring.

I know that the Tiger 59 is considered a crap cruiser and you don't like this ship, but my experience with this ship was very positive.

Graf Zeppelin is a great cruiser, I know that is a carrier, but it was in practice designed as an aviation cruiser for raiding, and in game it is great for that with its overpowered secondaries.
