America and India both are working for ' 2+2 dialogue'
It is aimed at following _
1- It is a ministerial level talk program, where Minister of defence and minister of foreign will hold talks .
2- From Indian perspective, India want to acquire some defence equipments from American defence companies and from Indian defence acquisition clause India will acquire defence equipments with only those who will work with Indian private defence partners.
3. For defence partnership as per Indian defence acquisition provision they want India to sign on Industrial security agreement.
3- For the acquisition of S 400 missile from Russia India has requested America to not impose secondary sanction under CATSAA.
4- India will also try to workout a plan with regards to QUAD to tackle the threat posed by China into Indo-pacific zone.
5.America will try to make India to sign BECA.
6 .India will also try to negotiate the issues like Kashmir reorganisation and CAA and will seek support on various international forum.

2+2 dialogue is a formal meeting between two countries either in ministerial level or in the official level. India hold ministerial level dialogue with U.S and Japan; and with Australia it maintains official level 2+2 dialogue.
This bilateral diplomatic means opens opportunities and is advantageous to both countries.
For example the four fundamental agreements that any country entering into this type of diplomacy with U.S needs to sign 4 fundamental agreements1.General security of military intelligence agreement - this would enhance better exchange of intelligence information.2.LEMoA- India signed this in 2016. Through this both countries could get logistic support and access from each other's overseas port facilities in indian ocean or Indopacific region.
3.COMCASA- this would enable India to procure transfer specialised equipment for encrypted communications U.S origin military platforms.
4. Basic exchange and Cooperation Agreement
That would enable exchange of geospatial information for both countries.
Thus the 2+2 dialogues opens new path for U.S and India for cooperation in this era where geopolitics is an inevitable diplomatic field.

Very true that recruitment of officers at higher posts in CAPF and paramilitary forces provide them lack of opportunity to get the higher posts within the organisation is not a good sign .
But certain changes will bring
system on track.
1 These security should provide the opportunity to promote into to the sector by various departmental tests .
2 IPS rank officers are recruited to these organisation at higher ranks to attain experiences of those field s it government should employ these officials with the higher rank officers of those caders.
This will maintain the hierarchy as well as avoid the sense of inferiority from the mind of the Javan of that organisation.
Working with the head of officials of those org. will also reduce the effect of lack of experience of IPS officers who will come to administer the officer with little knowledge of that field .

2+2 dialogue is a ministerial level dialogue between both the countries USA and INDIA in which two countries collaborate in the field of defense and finance.
India has a close ties with USA in the field of defense. India has signed comcasa, lemoa agreement with India to use its logistic bases and in the field of communication. India is one the country who imports defense equipment from China
It is also important for the security of India ocean to counter the rising domination of China.
Both countries share common vision for the stability of global village.india is a largest market for USA. India could achieve its make in India vision
Way forward :
Both countries could resolve issues that is pertaining and further improve the Mutual interests of both.
