A $450, 000 fine might make this business change their practices, but the same fine levied against a major interstate construction contractor for such an offense? I doubt it would have the same impact when that $450, 000 is about 1% of their yearly take. Who would you "accidentally" kill at work if you knew the fine would be 1% of your yearly income?
