Nice video. What we are seeing is first the quarter strike train running, then the long connecting lever to the hour strike train being lifted up, I think by a pin on the quarter count wheel, and then released when the quarter train finishes striking the quarters, allowing the hour strike to run and start striking the hour. Thus, The action we see here is a normal strike sequence at the hour. Both trains appear to have count wheels to count the number of quarter and hour strikes, which makes sense since this is an early clock, and the rack and snail striking system wouldn't be introduced until the 1600s.

Also, near the top of the movement, we can see the horizontal connecting link to the pendulum, which is way off camera hanging to the left, to the verge, engaging with the crown wheel at the top. Thus this has a pendulum and verge escapement.

I have to wonder if this is the only tower clock in the world in daily public operation still using a verge escapement? That would be good to know.
