It's still necessary to learn the vocabularies because not all the words can be broken into roots and prefixes.

As someone who's scored a 1590 on the SAT, I can say that this is nonsense advice. Practically none of the difficult words students struggle with on the exam fit the "roots and prefix" model advocated for here.
