it would be more valuable to know how to do this without a pin number as i have not and indeed cannot create one because microsoft is fking with me. I guess when I uninstalled all the windows bloat I must have done something that goes against the agreement ? I cannot access my outlook email account either . It is locked.

This does not show how to delete Microsoft account from windows. The user creates a local account and resigns in with Microsoft account. The title of the video is the opposite of what the video shows.
