Open Run command in start menu > type "msconfig">OK> Click "Startup" Tab>Click Disable All>Click OK.

If it's Windows 7 then:
Click start>right a blank space in the menu>select 'Start Menu' tab>select 'Customize' > locate 'Run Command' by scrolling down(it's usually below 'Recorded TV ' option > check the box > Click OK > OK.
Now the run command will appear in the start menu.

if you don't have the text/xml then the prob fixed by the above solution is not causing the error for you.I already mentioned that this error is caused by plenty of reasons.

nVidia users should just update their graphics drivers.
Not through Windows Update, but through the nVidia system tray context menu.

Worked for me.

The registry key shown in this vid. was not shown in my registry by the way.
