She's saying you're brave to wear that which leaves you left thinking 'what do you mean by that' which is never really a compliment it's alluding to all sorts of potential meanings, could be anything right? Could be good or bad maybe she thinks it's confidence, maybe she thinks the top is ugly, maybe she thinks it's slutty.
When you're left having to second guess yourself the person was probably trying to make you feel bad not good.
A much more clear and nice compliment about confidence would have sounded like
'that'd look great on you' or 'you could totally rock that. Saying she's brave is a negative because she's probably saying it's slutty or ugly without actually having to say those words outright.
