Thanks! After about 12 restarts I finally got him to drop the skull somewhere not on top of a roof.

It helps if you shoot him when it stops moving. Otherwise he'll drop the skull on the roof every time. Hope this helps somebody.

The achievement just won't register no matter what I do.
Tried shooting it early, late, and perfectly mid air in the middle.

I can pick up the skull but the achievement won't register.

For some reason, I cannot pick it up. It drops, lands, and then that's it. No action button allows me to pick it up. Not even grenades move it. Skipped this skull until I've collected the rest. Any ideas?
