Stephen, you may want to get a device to check the voltage coming from the outlets/light fixtures 9such as a Kill-A-Watt) as higher voltages than normal could lead to all types of light-bulbs burning out early. I'm suggesting this because lightbulbs all over your house experiencing the same issue is indicative of a house-wide electrical wiring problem and if that problem can be diagnosed, it can be fixed. Fixing the root problem will likely be more cost effective in the long-run (by allowing you to use LEDs again and maybe lowering your electric bill overall) than replacing bulbs every few months.

Re: Cable - You could also zip or bongo tie the brick to the yoke of the light (like on the side, so it doesn’t block the light’s path of movement when you have to tilt it, etc.). Heavy duty Velcro may also work.

Stephen, that box is likely a converter from AC (alternating current) to DC (direct current). AC power can travel for longer distances than DC power can. That's why the DC power part of the cord is shorter. Now, as for why your lights need DC power, I have no idea.
