The absolute number of deaths from the Bubonic Plague is meaningless. What matters is that roughly half of all English boroughs were essentially totally depopulated. This means that the Death Rate was about half; this also meant that half of all Boroughs in Parliament were the so-called “Rotten” boroughs where the “population” was the landlord and his friends, who could vote in anyone they chose. Prime Minister Wm Pitt (I guess the Younger) was usually voted in by a Rotten Borough, for instance.
