-30% Res is only beaten by Ifrit and -60% def is nothing to sneeze at (except yeah if you need to debuff def might as well use Shamare but, Prammy can do both)

Do note that the Welfare OP is a drone caster. and with her S2, which of course gives +1 drone, both she and her drones have 22% chance to inflict cold on an enemy. so this brings the chance for keeping an enemy perma-cold to a rather high degree. (cold reduces attack speed by 30)
