-13/28 cannot be reduced, or 25/5 will be reduced to 5/1, just like 12/36 was reduced to 1/3

what happens when the exponent is a fraction. I know that you root any number that is denominator an the times by the numerator. Kind of like

(8p^9q^6)^2/3    how does that work out
