1. The CG Rei was meant to contrast the line-art of everything else. To us it looked weird, but to the characters it would have looked really fucking weird and slightly ethereal.
2. The houses sliding around were kinda dumb but probably because the Toko-3 that they were fighting in was revealed to be a stage (i.e. the fake sky that was a curtain), so they were props with different properties to actual buildings.
3. That or It is just goofy artistic use of CG

That city fight scene is gonna get memed on for having bad cg but it actually makes a lot of sense that it looks like that because it's supoosed to look like movie set. It has a skybox too that they break into. Almost like the film is paying tribute to old live action godzilla movies

The Eva battle/ Kaiju set migh be one of the most creative switcharoos in recent anime CGI history or simply THE greatest ass pull of the century.

Ther rebuild, especially 3.0+1.0 is a pretty good depiction that Hideki Anno does not linger or embrace the depression within him, he is more open for happiness and love. You can see from the OG Evangelion and The End of Evangelion is always started cool and fun, but eventually, everything turned to be confusing, complicated, and emotionally unsatisfying.

This is why the fourth film, the Evangelion series is not ended with another emotionally unsatisfying, but with the ending that the series really deserves. Anno once said, he is happy that he finally put Evangelion in peaceful sleep, therefore in a way Anno is not prisoned anymore by Evangelion's world anymore. That's why we see him now more excited about making new projects, such as the one we know so far, Shin Ultraman and Shin Kamen Rider. I'm somewhat happy for Hideki Anno, that in his spiritual journey he found something and someone that filled and cured his depression with happiness.
