If the Fed & Treasury dept work out a deal with Ripple that would set a price for what XRP is traded and the liquidity must be there. As Ripple says XRP must be at a high price for maximum efficiency.

It could happen and there are a few ways which could make it fly. Increasing coin value to stabilize its value. Burn of token and backed by utility which will drastically increase market cap.
