This only works till the extremly high wanted levels because the enemies will start to pile up and dunk on you

I recommend the mountain on paradise boulevard. The one with a ladder and platforms. Go to the top and form an L near the edge with your crims. The enemies cant shoot you but your crims can (helis and ufos can shoot you)
