Its like most evo's : it can work really well but there are plenty of counters so it hardly game breaking. Evo's add some flavour to the game, I don't see them as a problem at all.

Yes initially I thought it was broken but after using that as you mentioned sometimes it doesn't get any damage as lot of people know how to not take damage overall it's fine no balance change needed
