20:40 Jungle trees were the first large trees to exist in minecraft, and when they were first introduced they were programmed to drop fewer saplings because they had more leaves than any other tree, and the team at mojang was afraid that keeping the same drop rate would make them unbalanced. However, they forgot to do that to the dark oak and large spruce trees when they created those, and it hasn't caused a problem. So really it's just an outdated feature that has never been updated to match the other trees.

I think the pillagers that didn't attack were crossbow pillagers. They don't do anything once they don't have their cb, unlike their axe-wielding brothers. Perhaps the world/server doesn't let mobs like pillagers spawn with items too often, as to prevent them from staying around
