Donald Trump has said China could have stopped the coronavirus before it swept the globe and said his administration was conducting 'serious investigations' into what happened. 'We believe it could have been stopped at the source. It could have been stopped quickly and it wouldn't have spread all over the world', Trump said at a White House news conference after a two-day pause on his daily coronavirus briefings. Trump also suggested that he would want to seek damages from China over their handling of the coronavirus outbreak. 'We are not happy with China', he said

They did their best. Not everyone is perfect. It is highly known that the virus have high infectious rate, moderate lethality. It is also asymptomatic, meaning, a person can be a carrier, and spreader, while showing no sign or symptom.
China did their best to prevent a major breakout. They when strick on transportation and border travel. q
Quarantine and lockdown implemented on the source area. Travel test and screening.
But again, not all these process can prevent it from being in one place. Its likely an asymptomatic person traveling that help it spread to another country.
Other countries should have been prepared. Health screening should be done on travel arrival. Quarantine and test to be done towards any passenger that came from affected area. Tracking their activity after confirm cases. Initiate 2 week closure on high populated area such as school, shopping mall, gathering event etc. Provide strict traveling measure. And preventive measure. Have limited amount of people in supermarket. Implement self cleanliness and social distance. Provide masks and sanitizer on workplace that deals with people, for retailers and such. Food store and restaurant will only provide delivery and take-away services, no dine-in.
If all these were done early, it could help lessen the impact.
