This solved the issue on my mountain bike, upgraded the stem and by adding a spacer tightened everything up. Thank you 🙏

one more thing that can cause issues with play is the crown race, if the crown race has uneven wear the headset won't feel right, it can be to loose and too tight at some spots, this happens to one of my bikes.

I didn't realize the top-cap did anything but look pretty. I have slight play, if the top cap removes that play imma do a huge face-palm!
