At 23:04, Sir speaks about the Revised Beneficiary Contribution on access to water for all, where initially it was said that rural areas in which SC/ST population contribute to more than 50% of the total population, then community contribution shall be 5% of the Capital Cost. Recently it has been increased to 10%. Now, restoring it back to 5% could be okay, but bringing it down to Nil, could lead to various other problems. Atleast when it is 5%, the beneficiary is indirectly put to a commitment and his names are recorded with receipts. If you demand free supplies, that is nil contribution, then there is every possibility that even without registering the names of the SC/ST population, anyone with powers could misuse it and utilise the water so obtained for packaged mineral water services and the person who is said to be the beneficiary never actually gets benefitted.
