Goku. Midnight Eye if anyone is wondering about the anime. If I remember right he has the eye of God. Not literally but it was a good show. As people mentioned it has the art style of a few more popular shows like Ninja Scroll, Wicked City, Angel Cop, Demon City Shinjuku etc. Good shows. the late 80's and early 90's were good for anime :D
