It’s good to put kennels towards the center of your prison, and have them patrol on the outskirts, as they head to their patrol routes they sniff everything on their way. It works really well, especially if they’re passing through high density areas like the cafeteria

The reoffending grant is ur current prisoners average reoffending rate, which you can see in the reform tab. Since u have only med sec, it might already be done. U dont want to leave it for later, since then u will have a lot of max sec and gang members, that have high reoffending rates and it becomes impossible to complete
