The song is about the entertainment industry and how they treat women. Record labels will compliment up and coming stars while putting down icons that came before them that did incredible things. They treat them like they’re a better version, a replacement. And it’s quite sad to diminish the work of someone who was very deserving of their fame before.

The last verse could be referencing Olivia but i don’t think it’s about anyone specifically

There's been a new "the new Taylor Swift" like three times a year for the past decade. I think a lot of Olivia fans (and I am one, too!) are just too young to realize that, so that's why they think it's about her. People are fighting right now like: "It's about Olivia Rodrigo" or "No, it's about Sabrina Carpenter". Girls, the song ain't about any and it's about both at the same time. It's about the past, and the future of Music Industry. Clara Bow, Steven Nicks were the past and suffered the comparison the same as Taylor years later. The same is hapening right now with both Olivia, Sabrina and many other new stars.
I also think that Taylor is dealing and being in peace with the idea that someday she won't be no longer the biggest artist in the world and trusting her legacy to the new generation.
