Sometimes there is no explanation, sometimes y'all just found a figurine for decoration, or toys. A lot of guessing, could have, might have, probably, most likely.

did real ancient Phrygians have a proper excuse for wearing their caps before enslaving and head-shaving Rome was even a thing or did they wear them for reasons Scientists still can't explain ?

I don’t think the female figures are for fertility. Wouldn’t sculptures of babies better represent fertility? How about these female figurines have something to do with female mortality during childbearing years? Pregnancy and birthing were so risky, and still are.
