I saw some beat writer saying that Joe Hortiz was "working the phones" so to me that means he was doing the work and finding the best option for backup QB to upgrade from Easton who had a very bad preseason. Michael if you get A Players off waivers… HE HAS TO GO TO your 53 man roster. JT Woods was on Chargers Practice squad after we cut him. Then a day later we cut him from Chargers practice squad. Then the Eagles signed him to their PS. You got to understand the rules. You can’t take a player from waivers and tuck him on your practice squad. If not Harbaugh would have taken a bunch of chances on players during waivers. He has to go on your 53 man roster. That’s why you see very little movement off waivers.

So you have to be on the active roster if you are picked up off the waiver wire. So JT signing with a team on the PS lets you know he wasn't claimed and then signed to a PS. So he cleared waivers or he would be on the 53.
